Service modes and what they change

Mode	What it means
Pilot	Every request is reviewed by the team before any offer is made.
Available	Offers are active for eligible roles and regions.
Capacity limited	Scope stays readable. Nothing is charged before capacity is confirmed.
Maintenance	New transactions are paused. Existing scope remains readable.

Mode is read server-side and never falls back to commercial on a failed fetch.
